• I'm pretty sure you do; you need the app to set it up and control it. I'm not sure if there's a web interface, but I don't think there is.

• Yes, you need to be able to download the Norton Core app via Google Play Store or Apple App Store.

• Yes, it is accessible and programmable via a smart phone only.

• Yes, either one with IOS or Android. You'll need to download an app and connect the software with your Router
