Can it grind small dog food kibbles? null

I would recommend using a strong blender/food processor. This juicer would "filter" fiber from the food and your puppy needs that in their diet. I have used my Cuisinart Elite to grind/dry or mash/mix with liquids.

You would have to add a liquid, but then no problem. It’s tough.
