I've spoke with multiple Best Buy staff, and they all said that the restock time and date can be completely random. They won't say a time that it's most likely to restock because "they don't want to mislead us." The last time this particular card restocked it sold out in 12 minutes but there has been instances with other cards selling out in less than 6.
