• Yes!. I took my chance and went to the store today to buy one. They didn't have any, but the sale rep was able to get one ordered fot me through a Bestbuy program. Can't remember the name but it was the MAGNOLIA Audio and Video guys that set it up for me. I'll have mine by Wednesday.

• As of right now, the only way to get a 4090 FE online is through an invite in the Nvidia GeForce experience desktop app.

• I believe it means none are available even locally. From what everyone has been saying the FEs are available only to random people with the GeForce app installed.
