You can play Quest without a PC. There is a separate Oculus store if you want to play on PC. You will need the Quest to be connected to the PC to play games not bought in the Quest store. If your PC has a USB-C port, you can use the supplied cable to connect. If not, you will need to purchase a USB-C to USB-A dongle. The general pc requirements are 8gb ram, an I5-4590/Ryzen 5 1500X or greater, and nvidia 900 series or amd 400 series graphics card or better.

Yes, you can get games through your PC in various ways, for example, directly through the Oculus website, or if you get a Quest Link or similar cable (https://support.oculus.com/444256562873335/), you can get a wider range of games through the Steam store: https://store.steampowered.com/
