“I'm confused. If I attach an Oculus headset to my Windows 10 PC with the Fall update, will Windows set up the Oculus as a MR device? I am interested in the MR GUI interface. Will I get the same experience as if I hooked up a Dell visor?”

No, the Rift uses their own Oculus Home software (or you can use SteamVR) but the whole MR interface is specifically for MR headsets. Like you can't use Oculus Home with a Vive or MR headset.
