• Speaking from my experience no, it will move but the resistance from something (probably the motor) does not alow it to roll freely. Downhill is probably a different story but on level ground I would not consider it a "kick scooter" but if it runs out of battery it won't completely lock up, you'll be able to get it home by rolling it.
