“Fresh out of the box disk is at 100% usage when booting. Also when running any game automatically getting 100 percent usuage on the cpu. any ideas other than a reimage? (as recommended by HP)”

HP Support would be the best to help with the issue you are having. I do not think it is unusual for the disk to be running at 100% when booting as the computer is trying to get everything up and running. For CPU usage, I would make sure that your games are putting the load on the GPU and not the CPU. For the drive I would add an SSD to run your OS.
