You can plug it in but it works best wet with shave cream. It recharges bast and gives for me about 8 shaves a charge .

It's rechargeable. The Li-Ion battery runs for about 1 hour between charges. It comes with the charger. It does not run while charging, for safety.

It can't be used while plugged in but it can get a working charge quickly. It also has a display that tells you how much of a charge (to the nearest 10%) it has so you know when it needs charged.
