“Panasonic lists this model as " splashproof / dustproof" but BB shows it as NOT water resistant? Is this an error, or is there a difference?”

This is not an error. There is a difference between splashproof, water resistance and waterproof. For example, splash resistance means is can withstand smalls splashes of water, water resistance means it can withstand being in small amounts of water and waterproof means it can be submerged in water.
