• There is a Hue party app you can download that has settings like that and lots of others.

• Not natively. Hue has several third party apps that may be able to enable this functionality, or IFTTT.com may be able to enable it.

• The portable light can be set to softly change from one color to the next at a constant rate. I dont know of any settings for creatinf=g a strobe light effect.
