“Two questions: A) Can this be a stand-alone Hue light? I don't need to synch with a TV; just work with the app. B) Can it be "mounted"? I want to mount it upside down as a down light.”

Yes it can be a stand alone light that can be operated through the app with or without a hue bridge. And yes it can be mounted and rotate up down or forward position.
