I purchased this to protect a new Surface 3, 15" laptop and it fit precisely - it is slightly padded with a small pocket I use to hold the stylus and mouse - the inside is a slick polyester type lining and only zips about 1/3 of the way and does not lay flat - the laptop and bag fit in my backpack for travel and is easy to retrieve with the loop handle that is attached very well...

The material is 100% Polyethylene Foam. It does not open flat out. It zips across the top and the handle is on the side of the case.
