A:AnswerNo.
The PS4 is region free for GAMES, but for movies it is locked to the region in which it was originally sold. If you buy a US PS4 you will only be able to watch Region 1/A DVDs/BluRays OR region free discs. So to play DVDs of Region 3 on a PS4 you would need a PS4 sold by Sony in that region (Region 3: Southeast Asia, East Asia, including Hong Kong). BluRays have only three regions with letters vs. 6 on DVD with numbers, and the region coverages are different for the two types of discs.
This is the same for ANY retail-sold BluRay/DVD player nowadays.
A:AnswerNo, it will work without paying for the PSN. The only thing that will not work, will be most online games, where you play with others using the PSN and the internet. However, Warframe, is a free game that you can play online without a subscription to the PSN. There may be more, but that is the only one that I know of.
A:AnswerYou will not notice much of a difference on a 1080p tv. To truly take advantage of it you will need a 4K set with HDR. The best you can expect with going pro is better frame rates.
