Yes, before beginning the game you can choose a female/male character and other customization aspects like skin tone. However you cannot choose/change the genre of your companion pokemon (pikachu or eevee).

The pokemons sex will already be determined, this is easy to tell with Pikachu simply by looking at its tail, if you see a heart tip then its a girl. With Eevee its a little harder, you should look up pictures to compare, i think it has a different color end to the tail.
