No, unfortunately you can’t charge and play. The charger is a stand, thus it needs to cradle the Joy Cons while charging them.

Thus, to use and charge at the same time, one must hold the controller grip and the dock simultaneously to charge while playing. Best use-case is to charge the controllers between gaming sessions
