The device itself does not require a subscription to utilize WIFI. Yes you may load or download TV/movies without the Horizon+ subscription. However, the Meta Horizon+ subscription includes great incentives to users who are interested in gaming or engaging in community applications . I have no affiliations to Meta, just a real customer.
