“Okay so as of 2021, is this mouse compatible and functional on the Xbox one? I'm trying to set it up but I'm not sure if there is something I'm missing? I get it is an USB so I just have to plug it in, but it won't even turn on.”

So, the best way to use it would be to have a PC with the Razer Synapse software installed, use the USB dongle to set up a Mouse Profile ( up to six profiles indicated by colors) and then move the USB dongle to the xbox and enjoy

It is a pc gaming mouse. I dont think it works on x box

Xbox supports the use of mouse and keyboard in some games and apps, but it doesn't work for every game or app. The game or app publisher must enable this feature for their content. Xbox One doesn't support mouse input on Home or within Xbox user interface and Settings. A mouse will also not work in Edge, which already has an on-screen cursor.
