No. You need WiFi and the app. But the app is free and you don’t have to buy any subscriptions. If you don’t want to use WiFi then you should just go with a traditional alarm system.

You can but you will have VERY limited capabilities and realize that the primary way your system communicates with the app on your phone is via Wi-Fi so think about that. When you are away from home, there would be no way for the system to alert you.
