“Can the Ring Floodlight Camera be powered by a solar panel and battery backup for use in a remote location? I thought I saw this accessory advertised on the Best Buy website in September 2017.”

That is a option on the ring spotlight cam. Due out this fall. It is not a option on the ring dual flood light cam presently

You would have to convert your power from solar to 120volt ac with a power converter Ring does make a solar powered cam without floodlights. But you still need a good WiFi signal to use any of the products, and a subscription with Ring to view the events!
