Can the mount be off center? null

Yes, the moveable bracket is placed on the wall mount. This can be moved to anywhere on the wall mount. I'm not sure of the exact dimensions but its approximately 20" to play with. Consider with the expandable bracket you can off-set the tv a significant amount anyway and this may not be an issue.
