• No it does not. The controller can be off as long as it is plugged in via the USB to micro USB cord or if the controller is docked on a charging station. Some batteries can be charged while not in the controller, IF, they have the port directly on the battery itself, those are aftermarket batteries.

• You can charge your battery by connecting the controller and charge cable to any USB power source.
