• The little blue light signals that you are transmitting wireless signals, so yes it does stay on all the time.

• I think it flashes only when your using it. It's a streaming device.

• I cannot give you an official Roku answer on this. However, I think it flashes when it is first plugged in and goes solid after it is booted up. I am not sure if the flashing is associated with just the internal power-up booting or if it also or solely associated with syncing (or logging) with the wireless internet connection. Either way, while it's blinking, it probably won't be playable.
