• if you PS4 is on yes, but i would just plug it into the wall it comes with an adapter to plug into power

• The PS4 only has HDMI out so the Roku won't work that way. It's only important that your TV has HDMI inputs. It's fine if your TV doesn't have a USB port. The Roku stick, and I have to guess other Roku devices, come with a USB power adapter so it can be plugged into a wall outlet.
