• The Ultra or other box looking versions works with Universal remotes, the stick ones do not work with universal remotes.

• This remote is IR not Bluetooth or wifi there roku 3 is a wifi remote So you should be able to program it.

• I expect the remote could be programmed for the Roku device. Check the Harmony users manual or use code search function.
