Yes you can watch Game of Thrones with a roku stick without cable. However you would need a subscription to HBOnow and Internet service. HBOnow is a stand alone service, meaning you pay for HBO and not all of the other channels you never watch.

I think you can get a stand alone subscription, or an add on to Hulu or Amazon etc. Either way, you have to pay for the HBO app subscription. There are a few free streaming services, but I doubt that any of them offer GoT.
