Dave37809 - this is the normal position for the arm whether ice maker is turned on or off. It moves when ice maker is on and the arm senses the ice level in the bin. If it senses ice, the ice maker won't dump the tray. If it does not sense ice, it cycles by dumping ice in tray and refilling with water. So it really only moves for a few seconds immediately prior to ice maker cycling.
