Sorry, I do not know. Perhaps a tech support person at Samsung or Best Buy or your phone carrier can provide an answer to your 1st question. It is fast charging - I believe it will recharge to full strength in about an hour.

Initally wanted a charger that exceed 35 watt but read that it was not good for a phone or other electronic batteries. With phones and other gadgets nowadays costing arm and a leg i decided to play safe and play safe with a proven namebrand. Its still fast enough for a phone that has 4500 battery capacity. Hope this help.
