4ms (milliseconds) means how long a pixel can turn from one color to another. High ms rate can cause ghosting in the screen. Ghosting is basically a trace. For example, if you have a black wallpaper and your mouse moves over it quickly, you'll see ghosting (looks kind of like a trace) following the mouse cursor. It's very noticeable in situations where there's white over black. I personally have this monitor, and at 240hz it's very minimal might I even say unnoticeable. Great monitor for the money!!
