“Does this Samsung CF390 Curve monitor tilt forward and backwards? I just purchased and its tilted forward and when I try to tilt it back so it sits upright like a regular monitor should it won't budge like it's going to break. Will have to return.”

Yes, it does tilt. And the first time you go to tilt it you feel like you are going to break the stand. But, it will tilt with a little initial force.
