2 completely different questions, first one, yes this can be your boot drive/ your windows bootable drive. Second question has way to many answers narrow your question or refer to the product manual (its available online).

In bios after you put windows onto the NVMe go to boot and install from the samsung drive, the Nvme comes with a progran called samsung wizard which will help you transfer your operating system from you old hard drive to you new one.
