• All the reviews that I have seen show that the HDMI is limited to 1.4 spec so no you would only be able to get 60hz out of that port. Either of the thunderbolt 4 ports will get you what you need though and can also charge at same time if monitor supports.

• this computer only has USB C to connect to external monitors.
