Sounds like you may probably have to turn the Voice Feature "On" in your phone settings. Go into Settings Then tap on Accessibility Then tap on Screen Reader Look for Voice Assistant and slide the Switch to On Dont forget to go into the Settings menu of the Screen Reader to finer tune the settings to what you want it to do. You dont want it to read outloud your passwords or anything security sensitive so i highly recommend to turn that setting off* *The steps i explained above ^^ is from my Samsung Note 9 which may differ from the model phone you have but it should pretty much be similar throughout all Samsung phones/tablets alike.
