Adobe Flash Player is an "add-on" to your web browser. Typically you would download adobe flash for you web browser and install it. There is two versions; one for Firefox and one for Chrome. Bottom line; Adobe Flash is specific to a web browser. You can't have Adobe Flash without a web browser.

I won't argue with the other answers to this question, but please be aware that Flash is being discontinued as of 31 December 2020, to be replaced by HTML5. Google this to understand the specifics.
