If wifi is not available in the area you could use your mobile phone as a hot spot and connect to that. Just be aware that you're using your phones data so any browsing or downloading you do will reflect on your mobile phone bill if you go over your data cap.

The advertised Galaxy Tab A9+ is a Wi-Fi enabled device and lacks the cellular connectivity needed in order to be added to a wireless carrier's network. This tablet utilizes Wi-Fi and/or Bluetooth connectivity in order to be considered fully functional. You may be looking for an LTE version of tablet if you were wanting to add it to your wireless carrier's network or if you were wanting to add and kind of data plan to it.
