“Do we know if this has been locked to the prior owner's account? Is there a PIN? I just returned this same item, also "excellent" open box, but it could not be started up. Had a PIN and would not sign onto my Google account.”

As far as I know this was a new iPad and I had no issues transferring or starting up the iPad.
