• No you can not. Only canada can do that on this watch over in Canada. Very strange you can look it up on youtube an read the comments the is only available in canada that feature for this watch unfortunately.

• My brand new Galaxy Watch 5 Pro does not have the feature. Maybe, just maybe in the future Samsung is going to activate it. I had the same experience with my Active 2 watch when Samsung said it will have the ECG feature but it took almost a year, if I can remember, when the ECG was launched. By then the sensor on my phone would not work so I had to send the watch to Samsung for repair before I could use the ECG. It may take just as long for the Blood pressure monitor to be activated.
