In my experience as a customer service employee at one of the best buys, some items are always sent out even if they were only opened and looked at. I don't know the process of how they "refurbish" them, but my assumption would be wiping the drive, making sure it works, fixing it if they can/need to, and slapping a refurbished sticker on it bc we still can't sell it as completely unopened.

Packaging came in in a less-than-perfect state, returned within sellable standards, etc. You can try and ask a Tech in-store for the process and what they would be looking for.
