“If I were to connect the external ssd to my computer, and download steam games onto it, would I be able to play those games on my computer from the external ssd? Would it matter if the game has online requirements? Thanks!”

All external ssd will cause delays and lagging, if the game is requiring too much. You need additional internal disc for that.
