Maybe. It is just a USB drive that holds 14 TB. Nothing more, nothing less. I suspect that Windows 2003 might have trouble accessing a hard drive this size as drives this big simply did not exist back then. But then again there might be some partitioning tricks that you could do, such as putting several smaller partitions on the drive.
