The Slingbox has a remote that changes channels on the cable TV box. That remote may or may not work with the French TV box. If it does, then it can work both ways. The is the tricky part. Even in the US often there are issues with the remote and cable boxes.

Yes it should allow viewing US TV in Europe on your device, but might not on a Europeon TV Set (Pal). You would probably need a PAL Slingbox (different power source, maybe different signal) to watch French TV here, again on your device. Might not work on a TV here due to different standards.

From what I understand as long as you can access to the internet you can access your Slingbox. I use a 4G mobile WIFi and it works fine.

Yes, once you connect the Slingbox you will be able to access your TV anywhere in the world.
