It is not required if you are replacing an existing dishwasher and install it yourself using the existing water and drain lines. The problem you have is depending on how long the existing lines were installed and if they are in good shape. When using Geek Squad to install any product their policy is to use new lines so they can warranty the work they do. This is the common answer when there is a requirement for installation of any product by any company to warranty work.

When you buy a range or dryer they do not give you a cord because they do not know if you need a 3 or 4 prong cord because it is dependent on when your house is built. On dishwashers it is not technically required because they are hard wired and have nothing to change there. The water line is the biggest thing if you have copper you may not change it so you really do not need the kit. If you have a 20 year old line it would definitely be advisable to change. Hopefully this helps.

Different states, even counties have different code requirements. It would not be cost effective for the manufacturer to try to put ALL the parts needed for every part of the country - you would be paying for items you don't even need. So... you purchase the kit when you purchase the unit and you get the parts that pertain to your unit and to your part of the country.

The manufacturers don’t give you everything you need for the installation, so you might need some of it. If Best Buy installs it, they require you to have this. If you do it yourself or have a plumber do it, you might not need it, especially if it’s replacing another dishwasher It’s the same thing with other major appliances where you have to buy the power cord in addition. They know you need one, so why not have it included? It’s just annoying to have all this stuff added on to the price.
