Because the upgrade pack data is on the cartridge versus downloaded to your Switch's storage. Which means that if Sega/Nintendo ever decides to remove the upgrade pack from the eShop, you will always have it offline on the cartridge itself; ready to play on your Switch 2 or future Switch 2. (FYI, the cartridge is compatible with your original Switch as it is essentially still a NS1 cartridge). Plus, the Werehog DLC is currently only exclusively in the physical edition of the Nintendo Switch 2 Edition of this game as a code on a piece of paper for the first run of copies of this physical release.
