If it's happening both when connected to an external device (like a cable box, via HDMI) and while using an internal app (something installed on the TV, like Pandora or Netflix) then it's definitely the TV itself. Have you checked for updates and applied the latest ones? Does it still happen on a static image, like if you had paused a movie? Honestly, while I know it's a total last resort because it's a pain, I would strongly consider returning it for a replacement. It could be a panel issue. Even if it's not and you find a way to make it stop, would you ever be comfortable knowing your new, gorgeous TV could potentially start having that issue again at every time? These panels are very high tech and issues can arise during production; it sucks, but it's just the truth. I had to go through 4 other TVs before settling on this one.
