“I have the PS5 Portal all setup and connected to the same WiFi network as my PS5 is connected too but Can I Play the PS5 Portal without having my PS5 turned on? If so how do I go about doing that?”

I don’t think so, just leave the ps5 console on and turn off the tv. Eventually it will hit rest mode if not in use.
