“Can the PlayStation VR2 be played independently without needing WI-FI and Router?? By use of app on phone or please advise? Same question applies to the other version---Meta Quest 3”

It requires a PS5, not a stand alone product. You could probably run the PS5 without internet but some games may not run without it.

Essentially, this set can be used as a monitor for your PS5, but all gaming will have to come from a PS5 Console physical, or digital copy game. This is not a stand alone VR Headset.
