I am no audio expert, so somebody chime in if I'm getting this wrong, but ANC doesn't actually reduce noise. It creates an inverse sound wave in order to cancel out the sound your ears would otherwise hear (think 2 + (-2) = 0). However, there is still a frequency with energy hitting your ears which may continue to cause damage after extended use. Bear in mind that ANC doesn't block out high frequency and quick sounds; it excels at blocking sustained low-frequency sound. There are headsets with an NRR rating on the market, but they aren't typically audiophile quality and aren't well-known brands. But it's worth looking for if you want that NRR!
