“If I am wearing the earphones with no music playing (strictly for noise reduction), and two people are speaking in normal to low voices in the next room, will I hear them, and if yes, how much will the sound be reduced? Thanks”

If they are in another room, I doubt you will hear them at all. To use just for noise cancelling, you still have to pair them to a device but thats it. If someone is talking closer to you, they might be heard, the headphones block most low frequency noise.
