No noise cancelling headphones can fully eliminate outside noise. They can certainly help mitigate loud or - especially - consistent and droning noises (like an airplane engine which is what the first NC headphones were designed to block out) but they're not designed (nor is it safe) to block out all sound. The best you could do is give them a try and see if they help. Cough up the extra dough for Best Buy protection and return them if you don't like them.
