“purchased 32" Insignia from you but it has no RCA out but has optical. Does this use optical on the base. if so am i correct that attaching the optica to the tv and wireless base both the TV and headset will work concurrently”

You have to have a tv with Bluetooth and it will sync. I have a Samsung tv that has Bluetooth and it was easy.
